Commissioning self-assessment

In February 2010 Trafford CYPS Joint Commissioning Unit completed a self assessment exercise with stakeholders regarding CYPS activity and performance against commissioning standards; feedback from stakeholders regarding their knowledge about key strategic documents was also sought.

This exercise was done to benchmark commissioning activity within CYPS to establish a baseline for future self assessments; it was also completed to enable us to receive specialist support from the national Commissioning Support Programme. The documents below provide information and findings from the self assessment and the action plans agreed with the Commissioning Support Programme in response to findings.

Integrated Children's System (ICS)
**ICS is used internally by Social Care (CYPS) staff only.
The Integrated Children's System has been developed to improve outcomes for children defined as being in need, under the Children's Act 1989.
The ICS process gathers complicated and detailed information about Trafford's children and young people and thus shall be stored in a supporting electronic record system.
Information shall only be available to practitioners who have a combination of granted consent and where appropriate, the necessary access levels. This system compliments the "Integrated Working" approach.

ContactPoint
ContactPoint is a new online directory which went live in January 2009, which aims to help and support the kind of cross-sector working that's at the heart of the vision for children's services. This online directory will provide a quick way to find out who else is working with the same child or young person.

ContactPoint will help save time and prevent duplication of work, so that practitioners can respond quickly and appropriately to a child's needs. It will help reduce the number of repeat assessments and referrals, which can be distressing for a child and their family.

As a national system, ContactPoint will help to ensure continuity of service delivery for children and young people who access services in, or move between, different local authority areas. It will also help identify children missing education.

The expected benefits have been demonstrated by local authority 'Trailblazer' areas who piloted local systems (known as indexes).
