Introduction to the Early Years & Childcare Business Support Service
The Early Years & Childcare Business Support Team offer a business support service to early years, childcare and play providers in both the maintained sector and the private, voluntary and independent (PVI) sector. This is in addition to providing general financial and administrative support to the wider Sure Start team, including Workforce Learning, CYP Information Service, Childcare & Play and Children’s Centres.

CYPS Roadshows
Local people wanting to find out more about Trafford's new multi-agency Children and Young People's Service have the perfect opportunity over the next few weeks.

A series of 'roadshows' will be stopping off at local venues across the borough. As well as opportunities to talk to Council and Health staff about a wide variety of issues, there will be information leaflets covering all aspect of the service's work.

HR - Their Role
The role of Human Resources (HR)

The role of HR is to support the workforce to deliver efficient, customer/client focused services. The HR function is ideally placed to be able to look at issues from both the perspective of the manager and employee. This insight forms part of the partnership support offered to managers during their decision making.

HR support and advice/information is provided on workforce issues, including terms and conditions of employment (e.g. annual leave), maternity, paternity, sickness and attendance, disciplinary and grievance, and recruitment.

Other services and functions provided by human resources include:

  • Setting HR policy and direction by focusing on the future so that the organisation is able to attract, develop and retain a workforce that can meet future service requirements
  • Understand the internal and external HR challenges and managing any associated HR risks
  • Ensuring that policy information is available and is communicated in ways that are accessible by all employees
  • Working in partnership with managers and staffside partners to:
    • promote and support fair treatment through the consistent use of policies and training for line management in good HR practice
    • address workforce challenges
    • support effective organisational change
    • share learning
  • Understanding and promoting diversity and mutual respect
  • Supporting and promoting good organisational performance through the development of the whole workforce and linking the organisations objectives to good appraisal and personal development arrangements
  • Influencing the setting of robust and stretching performance measures and reporting against these


HR delivery within Trafford CYPS

HR delivery within the multi-agency service is provided through a joint arrangement between the HR teams within Trafford Council, Trafford Healthcare NHS Trust and Trafford PCT.

TCYPS managers and staff will receive consistent HR advice/information and support (based on agreed multi-agency protocols, policies and good HR practice). This will be provided via HR Officers based at, and from, the appropriate partner agencies. Multi-agency HR forums (including multi-agency joint staffside meetings) are also in place to support and maintain consistent HR practice.

Sure Start Children's Centres
What is a Trafford Sure Start Children's Centre?

Sure Start is a Government initiative which aims to give every child the best possible start in life. Children's Centres are places where children under 5 and their families can access services and information from a range of professionals. They work together to meet the needs of individual children.
Some children's centres have a dedicated building in the community they serve, other children's centres are information points based in existing community buildings such as libraries and schools.
Here is an example of some of the activities on offer:

  • Chatterbox: Helps children to develop early language and communication skills.
  • Baby massage: Teaches parents techniques, which relax their baby and helps with their sleep.
  • Play and Stay: Offers activities for children to learn through play.
  • Information: Available on employment opportunities, childcare and training.
  • Incredible years: For parents to develop skills to deal with everyday behaviour.
  • Family Support: Offering individual support for families in their home or in the centre.

  • Plus many more....

Relationships Matter
However good a relationship may appear, most couples experience difficulties at some time or other and some relationships break down completely. Relationship problems, separation and divorce can be very painful and upsetting for everyone concerned, so the Department for Children, Schools and Families has asked us to find out about the kind of support and help people might want when things go wrong.
