LARGE STAFF RESPONSE TO MULTI AGENCY SERVICE PHASE 6 CONSULTATION
Consultation with staff and the trade unions was completed on 8 February 2008 on proposals relating to:
- management and staffing structures for the three area based Family Support Services; and
- the process for appointing to Heads of Service and Operations Manager posts.
The consultation has been extensive and staff have fully engaged in meetings and making written representations. The consultation process has included:
- 1:1 meetings between each ring-fenced manager and her/his Director and Human Resources Management representative;
- three general meetings, which a total of 80 staff attended;
- 27 team meetings, which a total of 393 staff attended;
- the submission of 117 set of written comments on standard Response Forms; and
- meetings between senior managers and representatives from those unions who represent Council and NHS staff.
Notes of all meetings were taken in a standard format. We thank staff for their time, effort and thought in engaging so well with the consultation process. The CYPS Executive Team met on three occasions (6, 11 and 15 February) and the Directors on 13 February to thoroughly examine all the feedback that had been received. From this analysis, responses to the key issues were agreed and recommendations made to the CYPS Management Board (Chief Executives of the Council, PCT and Healthcare Trust, and CYPS Corporate Director). Decisions have now been made by the Management Board, which will be communicated to the ring-fenced managers at a meeting with them at 9.00am next Monday (25 February) and then to all staff via:
- a special Staff Bulletin; and
- a detailed Final Communications Document that will be posted on the intranet sites
We are still on target to establish the Multi-Agency Referral and Assessment Service, Children with Complex and Additional Needs Service, Children-in-Care Service and the West Family Support Service in September 2008; and the North and South Family Support Service in April 2009. A timetable for achieving this will be circulated next week.
