News on: Establishing the Multi Agency Service NEXT STEPS
LARGE STAFF RESPONSE TO CONSULTATION
Consultation with staff and the trade unions was completed on 8 February 2008 on proposals relating to management and staffing structures for the three area based Family Support Services; and the appointments process for Heads of Service and Manager posts.
473 staff attended 30 meetings and 117 written comments were submitted. The CYPS Executive Team met on five occasions to consider the feedback and analysis. The CYPS Management Board (Chief Executives of the Council, PCT and Healthcare Trust; and CYPS Corporate Director) made decisions at a meeting on 20 February. These decisions and a detailed response to the key issues raised during the consultation have been posted on the CYPS web-site www.cyps.org.uk. This special staff bulletin summarises the feedback received, our responses to that, and the decisions made to take the multi-agency service forward.
CONSULTATION FEEDBACK
On the proposed Structures for the three area-based Family Support Services a great deal of concern was expressed particularly in relation to how the new structures would work, professional identity, professional and clinical governance, and concerns and questions about the impact on particular existing services. On the Appointments Process issues were raised about the ring-fence arrangements, grades, selection process and future employment and conditions of service matters. There was also a great deal of comment and questions on other issues that we have provided responses to, and will be taken into account in planning he next phased of development the multi-agency service.
RESPONSES AND DECISIONS ON FEEDBACK ON STRUCTURES
We recognise the need to address managers' and staff concerns including valuing and maintaining professional identities. There will be further meeting with staff about these. It was decided to go ahead with appointing the Heads of Service and Managers as the next key step. We recognise that Professional and Clinical Governance is crucial and have agreed a process and timetable for putting robust arrangements in place and briefing staff prior to September. The Executive Team and Management Board considered alternative structures, but after great debate decided to go forward with those we consulted on. Some changes of detail have been made to structures in response to comments received.
